Really easy to build a site on there. You can switch to html code or write your site with a text editor.
They also hace an afiliate program if you are interested in spreading the word.
There are paid packages but try the free package to see how easy it is to build a website.

You can also upload files. What i have not checked yet is if there is a ftp link to upload files.

Sorry, lol, maybe not so easy. I don't find settings as ftp address or creating different logins and passwords. Anyway, if you want to upload an already made site you can do on okis.ru and if you want just to make posts on plain text or in plain html then you can also use okis.ru
There different templates but more options seems not to be so easy to find at first glance :-/ further investigation, lol, is needed.
